MONTPELIER, Vt. (WCAX) – Vermont Gov. Phil Scott on Tuesday afternoon will deliver his Budget Address to a joint session of the Legislature at the Statehouse.

The governor is expected to elaborate on how to pay for some of the priorities he presented during his State of the State Address earlier this month, including public safety, affordability, and housing.

At the same time, he has called this year’s budget sobering and wants to limit the increase in spending to three percent. He says Vermonters can not afford new taxes and fees to fund programs. “What I hear from people every day is they can’t afford to pay more or even what they are paying now,” Scott said in the earlier speech.

Democrats, who have veto-proof supermajorities in the Statehouse, say they share many similar goals with the governor on housing, affordability, and public safety but that the governor’s vision has so far failed to address how exactly to meet those needs.
